Memorandum from Mr Maurice Gavin

  I submit that there are two areas where light pollution is ruining the nightsky and where legislation is woefully inadequate:

  (a)  illumination of aerosols (skyglow) caused principally by poorly designed (non cut-off) street lights as the attached image amply demonstrates. These lamps continue to be installed by local authorities etc. in both new and upgraded schemes; and

  (b)  direct illumination of properties and gardens by spillage from high intensity halogen lamps etc; from neighbouring properties.
