Memorandum from Steve Allmand
I am sending you my comments on light pollution.
I will make them brief as you will receive many more expert submissions
than mine.
Essentially, light pollution destroys the beauty
of the night sky, which is as much a part of our natural heritage
as our countryside. However, lighting which is good aesthetically
is also cheaper and more economic in the long run for the country
as a whole and so would benefit everyone.
However, I am especially concerned with one
particular aspect of light pollution and that is light trespass.
My own definition, or description rather, of light trespass is
that it is caused by badly designed security lighting which shines
onto other people's property. Basically, the illumination produced
by most of these lights is excessive and falls onto the gardens
and dwellings of the neighbours of people who install these lights.
My suggestion is that the wattage of the lights
should be reduced by legislation: and it should be required by
law that the lightemitting filament should not be visible
outside the boundaries of the property where the light is installed.
This would eliminate or greatly reduce light trespass, which I
regard as much of a nuisance as light pollution. In addition,
I believe that there should be legislation to control "aesthetic"
garden lighting. It is important to get away from the idea that
more and brighter lighting at night is good.
