2    Political Parties and Elections Bill,—Sir Nicholas Winterton reported certain Memoranda from the Political Parties and Elections Bill Committee.

3    Northern Ireland Grand Committee,—Mr Peter Atkinson reported from the Northern Ireland Grand Committee, That it had considered the matter of organised crime in Northern Ireland, referred to it on 6th November.

4    Message from the Lords,—A Message was brought from the Lords as follows:

    The Lords agree, without Amendment, to certain Amendments made by this House to the Climate Change Bill [Lords]; they agree to an Amendment made by this House with an Amendment, to which they desire the concurrence of this House; they agree to an Amendment made by this House, with Amendments in lieu of the words so left out of the Bill, to which they desire the concurrence of this House; and they disagree to certain other Amendments made by this House, but propose Amendments in lieu thereof, to which they desire the concurrence of this House.

    The Lords have agreed to the Planning Bill, with Amendments, to which they desire the concurrence of this House.

5    Climate Change Bill,—Lords Amendments in lieu of, or to, certain Commons Amendments to the Climate Change Bill [Lords] printed pursuant to Standing Orders Nos. 57A (Bills brought from the Lords) and 78 (Lords amendments) on 17th November [Bill 169].

6    Planning Bill,—Lords Amendments to the Planning Bill to be considered to-morrow; and to be printed [Bill 171].

    Ordered, That the Explanatory Notes relating to the Lords Amendments to the Planning Bill be printed [Bill 171-EN].

7    Torture (Damages) Bill [Lords],—The Torture (Damages) Bill [Lords] was read the first time; and ordered to be read a second time on Tuesday 25th November and to be printed [Bill 172].

8    Energy Bill [Ways and Means] (No. 2),—Resolved, That, for the purposes of any Act resulting from the Energy Bill, it is expedient to authorise the levying of charges by virtue of the Act by the Gas and Electricity Markets Authority in connection with payments relating to the renewable generation of heat.—(Mr Mike O'Brien.)

9    Energy Bill (Programme) (No. 2),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Energy Bill for the purpose of supplementing the Order of 22nd January 2008 (Energy Bill (Programme))—

Consideration of Lords Amendments

    1. Proceedings on consideration of Lords Amendments shall (so far as not previously concluded) be brought to a conclusion four hours after the commencement of proceedings on the Motion relating to Energy Bill [Ways and Means] (No. 2).

Subsequent stages

    2. Any further Message from the Lords may be considered forthwith without any further question being put.

    3. The proceedings on any further Message from the Lords shall (so far as not previously concluded) be brought to a conclusion one hour after their commencement—(Mr Dave Watts):—It was agreed to.

10    Energy Bill,—The House, according to Order, proceeded to consider the Lords Amendments to the Energy Bill.

    Lords Amendments Nos. 1 to 41 were agreed to.

    Lords Amendment No. 42.

    An Amendment ((a)) was proposed to the Lords Amendment, in line, 11, to leave out the word 'may' and insert the words 'shall within 12 months of Royal Assent', instead thereof.—(Alan Simpson.)

    And the Question being proposed, That the Amendment be made:—The Amendment was, by leave of the House, withdrawn.

    Another Amendment ((b)) was proposed to the Lords Amendment, in line 14, to leave out the words 'financial incentives' and insert the word 'payment', instead thereof.—(Charles Hendry.)

    And the Question being put, That the Amendment be made;

    Lords Amendment No. 65.

11    Climate Change Bill [Lords] (Programme) (No. 2),—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 83A (Programme motions), That the following provisions shall apply to the Climate Change Bill [Lords] for the purpose of supplementing the Order of 9th June 2008 (Climate Change Bill [Lords] (Programme)):

17    'Debate Europe' and Communicating Europe in Partnership,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Committees), That this House takes note of Commission documents 13829/07 and Addenda 1 to 3 (Communicating Europe in Partnership) and 8163/08 (Debate Europe); recognises the importance of communicating effectively with European citizens; and welcomes the measures taken to further improve the co-ordination of the European Union's work on communicating with the public—(Mr Dave Watts);
